What is unknown error 1667?

I'm trying to back up an iPhone XR that has never been backed up. It has 58.9 GB of 64GB used. I assume it wants me to update to the newest version of software before I backup because the button to backup is not clickable. When I try to update, I get an unknown error (1667). What should I do?
