My iPhone notes are not showing up on my iPad and I have turned on all of the switches in the iCloud and mail settings to make sure the notes are turned on and it’s still not working

I appreciate your reply, but I wish you could be more specific because as I stated in my first message, I had gone through all of the steps numerous times and I have restarted my iPad thinking that may be the issue and it’s still not syncing with my iPhone. What are your other suggestions?
