You’ll need to set up text message forwarding from your iPhone:
Forward SMS/MMS text messages from your iPhone to your Mac or iPad - Apple Support
In brief, on your iPhone, go to Settings>Messages>Text Message Forwarding and select your iPad. Both devices must be logged into the same Apple ID.
