I need to install Pages for Mac and I have Catalina, 10.15.7
To install Pages for Mac / Catalina 10.15.7, it states that I must have Mac 12 or greater. Does that mean that I need a newer system to install?

If you never installed Pages under your Apple ID, yes, you would need to upgrade. If you have, open the App Store, press command+0, look for Pages, if it's in your purchases list, click the download icon.
