An iPad will operate entirely independently of an iPhone - although addition of an iPhone does provide additional functionality for iPad - such as being able to send and receive SMS/MMS text and picture messages via the iPhone - and, if supported by your iPhone’s cellular plan, the ability to make calls via cellular and associated WiFi Calling.
