Use Android to change settings

My kids have iphones and I am not an iphone user. I set up my daughter's iphone today and had to set up an icloud account for myself. But I can not access this account from my Android. I'm trying to change options that should be done with a click of a button but it's not enabled. What is this that requires another one of their products to sign in to enable anything. My daughter can't download apps because it's not sending me an email to click to confirm it's ok. Nothing! So here she is with a new phone unable to download apps and there's a glitch or malfunction in your software. I need to get someone to fix my account asap. Preferably today right now if you can. Please help fix this malfunction. Or tell me a number I can call where they fix this issue. Just take the parental controls completely off if I can't use them without another iphone.
