You have been recommended a document that does not address the issue when you see a disabled Face ID message. The document I provide deals with that exact situation. The 'not working' document deals with a host of other things but they aren't what your image shows you need.

The bit about a SIM card in the other post is correct but it does not appear to be the primary issue at hand which is your disabled Face ID.
