Please I forgot my backup encryption password and I have changed the device to do I restore my backup to the new devices

If you have forgotten your encrypted backup password there is no way to recover that backup, as it is encrypted with that particular password. I'm sorry

From the support document If you can’t remember the password for your encrypted backup - Apple Support

"You can’t restore an encrypted backup without its password. With iOS 11 or later or iPadOS, you can make a new encrypted backup of your device by resetting the password."
