When the iPhone is activation Locked, only the original owner can unlock it. If it is locked to a previous Apple ID of yours which you cannot log in to anymore, and you have valid proof of purchase information  you can start an Activation Lock support request at Apple.

If the iPhone is locked to someone else's Apple ID you will need to contact them. If you cannot reach them, you are not able to use the iPhone, apple won't remove the lock for you
