Can't make toll free calls on my Iphone. 1-800, 1-866 etc.
I have had this problem recently. The resolution is NOT to dial the "1" in front of the toll free number. Example, dial only 800-555-1212.

Welcome to the Apple (user-to-user) Community.
To make free International calls on a mobile phone, we have to use an app (eg: like FaceTime etc).
Seems Toll-free numbers often don't apply to mobile phones, only to fixed landlines, NBN etc., and can be limited to contact within that particular country of origin.

ie: one of the numbers listed below is added above / beside the phone number for more info:
At the bottom of the page:
says:
"Telephone numbers are subject to change.
- Local and national telephone rates apply.
- Free phone technical support number is not accessible by mobile phone.
- Customers calling will be charged at relevant IDD carrier IDD rate.
- Toll-free phone number is for landlines. You may be charged when calling from a mobile phone. This number may not be accessible from some mobile network providers. For more information, contact your network provider.
- This phone number is only accessible from dialing within Thailand."
