An app is showing as using my location even though i've disabled it

My iPhone is currently showing that Chick-Fil-A is using my location, even though the app is not open. I originally had it set to Only Allow While Using, so by that alone it shouldn't have been using my location right now. Moreover, I changed it to "Never" for that app, in hopes of getting this to go away and no, it still shows as using my location. Ideas?
