Access to Finder in the top center of Application Window

This is happening in quick time, but I think other app windows are affected as well. clicking this down arrow next to the filename in the top center of the app window is supposed to provide access to a finder control. The WHERE drop down is blogged by tags. What is the procedure for opening the finder control without putting the tags in the way?

If you select "Name:" box or use "Tab" key shifts the focus and this tags will disappear.


If this doesn't work you may need try safe mode for troubleshooting.


Start up your Mac in safe mode - Apple Support (Take more time to boot compared to normal boot)

NoteSafe mode prevents your Mac from loading certain software as it starts up, including login items, system extensions not required by macOS, and fonts not installed by macOS. It also does a basic check of your startup disk, similar to using First Aid in Disk Utility. And it deletes some system caches, including font caches and the kernel cache, which are automatically created again as needed.
