I'm sorry to hear that you're having trouble pasting emojis in Messenger after updating your iPhone to iOS 16.1.2. There are a few things you can try to fix this issue:

  1. Restart your iPhone: Sometimes, simply restarting your phone can resolve issues like this. To restart your iPhone, press and hold the power button until you see the "slide to power off" slider. Then, slide the power off slider to the right to turn off your phone. Once your phone is off, press and hold the power button again to turn it back on.
  2. Update to the latest version of Messenger: Make sure you have the latest version of Messenger installed on your phone. You can check for updates in the App Store.
  3. Clear the cache for Messenger: Clearing the cache for the Messenger app can help resolve issues like this. To clear the cache for Messenger, go to the App Store, find the Messenger app, and tap "Offload App." This will remove the app from your phone, but will keep your data. Then, go back to the App Store, find the Messenger app again, and tap "Reinstall App." This will install the latest version of the app and clear the cache.
  4. Reset all settings: If the above steps don't help, you can try resetting all of your phone's settings. This will reset all of your phone's settings to their defaults, but it won't delete any of your data. To reset all settings, go to the Settings app, tap "General," tap "Reset," and then tap "Reset All Settings."

I hope one of these steps helps resolve the issue you're experiencing. If you have any other questions, please don't hesitate to ask.
