Will not delete off iPad. Not receiving messages or able to send but my husbands iPad and my mini iPad both work we use same apple ad. I have shut down my iPad, changed my password and still can’t delete it to reset it back up. Options?

Don't share your Apple ID. It is a matter of security and privacy. So, have you or your husband create your own Apple ID.
Messages is a Builtin App:
Builtin apps cannot be deleted.
