How to send text to person whose name appears in red.

On new MacAir, long time friends phone number appears in red, unable to send a text.

MacBook Air 13″, macOS 12.6

If they are not using an iPhone or a Mac, you would have to enable Text Message Forwarding on your iPhone to send SMS text messages from you Mac.

Forward SMS/MMS text messages from your iPhone to your Mac or iPad - Apple Support

If they use a Mac, I guess it could also be that the address you have for that contact doesn't receive iMessages through that address.
