How to take photos on my phone and have them go to both my phone and ipad camera roll without using icloud?

Is there any way to take photos on my phone and have them go to both my phone and iPad camera roll without using iCloud (or at least using iCloud beyond the 5g we get for free)? I want to be able to have all my photos automatically upload to my iPad and iPhone, but also be able to delete photos from my camera rolls separately (so that when I delete a photo on one device it only deletes on that device). My iPad has 256g vs my iPhone which has 64g so I want to store all my photos on my iPad and be able to only keep what I want on my iPhone. Or maybe there is an app I can use for this?
