An iPhone 7 Plus can install iOS15.
If your phone is connected (via WiFi) to your home modem (WiFi symbol is not grey) it is still possible for it to not be connected to the internet if the home landline internet is having internet connection issues.
You could turn WiFi off and check version status via cellular.

Remove any add-on VPN client app, restart your Wi-Fi router, force-restart your iPhone, re-connect to Wi-Fi, and try the update again.
(An iPhone 7 cannot newly install iOS 14. It can newly install or re-install iOS 15.7.2. But there’s no way to get to iOS 14.)
Your phone needs to be connected to the internet so that the iOS version status is accurate.
