If you enabled Find My Network before the phone was lost, it is powered on, and Wi-Fi and Bluetooth are enabled the device can be located when another iPhone is within Bluetooth distance of the lost phone. The finding phone sends an encrypted message to the Find My Network, and if you use Find My on another device or at https://icloud.com/find you can see the location of the offline phone. This is similar to the way AirTags work.
Further, if the lost phone is powered off just the Find My function will remain energized for 24 hours.
So yes, it is possible to locate an offline device.

Locating an Offline Device:
Being Find My is of No Option...
A. Backtrack your Locations:
Do it the olde fashioned way and backtrack your locations. For instance, if you were at a retail store, then stop in, asking the store manger if it was placed aside.
B. Lost-&-Found:
Chick with the Lost & Found department of the facility you were in, seeing if it has been handed over.
C. Contact Local Authorities:
See if the community police, or local security guards at the front door, can across it.
D. Use Craigslist:
Put a post on Craigslist, seeing if they have been found.
