You need to re-post here giving more information. Have you purchased a plan from a carrier network? Have you been able to dial out before? Please give as much information as possible and include screenshots of any error messages, then someone may be able to give you advice.

Tmprussell ~ One possibility is a weak battery. Does your iPhone XR still have its original battery?

And what's the Maximum Capacity % here?...

Settings > Battery > Battery Health
