iPad to iPad airdrop not working but does if it goes ipad to iphone

Specifics, I have

iPhone XS iOS 16.2

iPad iPad Pro 10.5 inch A1701 iOS 16.2

These devices are on the same apple account with iCloud sync on

I also have iPad Pro 9.7 inch A1673 iOS 16.2

The device is a solo device on a different apple account to above.

I am unable to Air Drop in either directions between the iPads. On the receiving iPad the accept/reject pop up never appears, the sending device says waiting.

However I CAN air drop in both directions from iPhone and iPad A1673

Any ideas?
