Thanks for reaching out to the Apple Support Communities. To get started, it would not be possible to import CSV files directly to your iPhone. To sync contacts from another account, you would need to export the contacts you want to sync as a vCard, and then import them into iCloud with the steps shown here: Import or export a vCard in Contacts on iCloud.com - Apple Support
Import a vCard
If the vCard contains contact information for more than one person, each contact becomes a separate entry.
1. In Contacts on iCloud.com, clickin the sidebar, then choose Import vCard.
2. Select a vCard to import.
Contacts from imported vCards are added to the All Contacts group. You can add contacts to any other group by dragging them. See Create and manage groups of contacts on iCloud.com.

So, I have around 1200 contacts in a CSV and Excel spreadsheet but have to import to ICloud on a per entry basis? Can I not just drag and drop the CSV file and import that way?

There isn't a way to drag and drop the contacts to your iPhone from the file. The contacts will need to be in another format in order to add them to your iPhone.
