I am not subscribed to apple music and but still used itunes (music) to play songs and transfer music to my ipod. Since the update to itunes I have no longer seen a top 25 most played list. Does know if there is a way to get it back without subscribing to apple music?

You can easily make a new Smart Playlist (File > New > Smart Playlist). Include all your music and limit to 25 selected by "most often played." See the setup below.
