I was just given a refurbished Series 5 Apple Watch and have a Series 7 SE Apple I phone.
Can I get an ECG display with this combination? If so - how?

There is no such thing as a ‘Series 7 SE’ iphone.
Exactly what model phone do you have?
If the watch is running watchOS 9, you will need an iPhone 8 or newer (including the 2020 and 2022 iPhone SE) to use it.
