Apple ID on old iPhone

In Settings the Apple ID is greyed out so I can not access -- there are two iPhones on attached to this account and this is the older one. What do I need to do to access the settings as I'm looking to synch data on this older phone to iCloud and then move it to the new phone.

You may have Screen Time Restrictions set to ON.

Open Settings ➔ Screen Time ➔ Content & Privacy Restrictions ➔Account Changes : Set this to ALLOW
