Hi, I bought a refurbished Apple watch 3 and am having problems pairing with my iPhone . I get a notification saying not connected to the internet but am unable to open settings on watch as not paired, therefore cannot connect watch to WiFi. Am I being stupid and missing something obvious? Never owned a watch so no idea how it all works!!

Refurbished by whom? If it wasn't refurbished by Apple, it may not work.
Keep in mind that the Series 3 watch is no longer supported by Apple. The newest operating system, watchOS9, does not support Series 3. You don't say what iOS your have on your phone, but the newest, iOS 16, won't work with the Series 3. Older system will.
Have you tried to restart the watch? To force restart, hold down the side button and the Digital Crown at the same time for at least ten seconds, until the Apple logo appears.
