Apple Watch Family Setup not associating location with family member in Find My Apps

I recently bought an Apple Watch SE 2 for my child and used family setup for him to use since he doesn’t have an iPhone. In Find My under the devices list I can see his Apple Watch device associated to his user and it will show the location of the Apple Watch. But under the people list his user always say No Location Found. How do I get the watch location to be associated with his user? I’ve removed his user from Find My and added him back by requesting to share location but that didn’t fix the issue. Any other suggestions?

Thanks for reaching out to the Apple Support Communities. To get started, your son's Apple Watch if you go into the Settings app > Privacy & Security > Location Services, is Location Services, Share My Location, and Find My Network enabled here?
