Deleting apps

I am running 16.1 on an iphone 11. When I delete an app, I hold down the icon where it would typically state delete. It says Remove App, then states Removing from Home Screen will keep the app in your App Library. It doesn't delete the app. I attempt to repeat the process from the app library, but it only provides two options: Share App or Add to Home Screen. HOW DO I DELETE APPS?

Please check: Settings - Screen Time - Content & Privacy Restrictions - iTunes & App Store Purchases - Deleting Apps = Allow.
