Problem solved … I changed the camera format on my iPhone to “most compatible”. … this allowed the photos to airdrop to an older iPad.

It sounds like when you AirDrop photos from your iPhone to your iPad it doesn't go into the Photos app, right? Where do they end up going? Which iOS versions are you using on your devices? This article may help you:

"How to accept AirDrop
When someone shares something with you using AirDrop, you see an alert with a preview. You can tap Accept or Decline.
If you tap Accept, the AirDrop will come through within the same app it was sent from. For example, photos appear in the Photos app and websites open in Safari. App links open in the App Store so you can download or purchase the app.
If you AirDrop something to yourself, like a photo from your iPhone to your Mac, you won't see an option to Accept or Decline—it'll automatically get sent to your device. Just make sure that both devices are signed in with the same Apple ID."

Thanks for letting us know. Next, can you tell us the file format of the photos you're trying to AirDrop from your iPhone to your
iPad?
Also, have you tried restarting both devices, followed by retesting to see if that positively impacts your ability to AirDrop new photos from your iPhone to iPad?
If not, please try that step and let us know the outcome.
1) Press and hold either volume button and the side button until the power-off slider appears.
2) Drag the slider, then wait 30 seconds for your device to turn off. If your device is frozen or unresponsive, force restart your device.
3) To turn your device back on, press and hold the side button (on the right side of your iPhone) until you see the Apple logo.

While a restart can seem unimportant, it can actually resolve many minor issues with the device.

Thanks for the note. Here is a little more detail on my situation. My new phone is an iPhone 14 with latest IOS 16.2. My iPad is an older iPad 4 using latest iOS for the device of 15.7.1. Both devices are signed into the same Apple ID. I can air drop a photo from iPad to iPhone with no issues (goes to photo app okay). When I try to air drop a photo from iPhone to iPad ( i.e. the opposite way), the iPad only offers me the option to save it to the Files App. See screen shot below. This seems to only happen when sending a new photo from my iPhone. When I send an older photo taken with another device, the airdrop is successful (ex. Sending back to my iPad from my iPhone a photo that originally came from my iPad ). Is there an incompatible file issue with my new iPhone photos? Is there a fix?
