App Store account has been deactivated

Hello, my question is because they deactivated the App Store and iTunes on my cell phone and my wife's cell phone is the same, what happened I want to know how I can fix it to make it work, thanks

If you see a message that says "Your account has been disabled in the App Store and iTunes", there is a problem with your payment method on your account, to resolve the problem you need help from Apple support,  click -> contact Apple Support for help.
