Cloud server down but not down?

for some reason every time i go into safari it will not let me sign into iCloud service it shows this every time

iPhone 13 Pro Max, iOS 16

and see if it is really down, or if it may be something else producing this message. Do you use a VPN?

Could be maintenance or too much traffic on the iCloud servers.

Did you try to connect via Wi-Fi or Mobile data network?
