Siri voice is not Downloading
with iOS 16.2 Siri's voice is not Downloading. Sometimes it sounds robotic which is terrible! How can this be fixed? I read a lot about it and there is no one concrete way. Please help me in this

The problem is NOT that Siri won't respond to my voice. Go to Settings/Siri & Search/Siri Voice
If you are having this problem, you will see that (for me) "American" and "Voice 1" are trying to download, but all I get is the eternally spinning wheel and the download never happens.
I will say also, this is affecting Voice Control as well (Settings/Accessibility/Voice Control/Language). It is not able to download "English (United States)" and "English (Canada)" for me. Same eternally spinning download icon.
None of the Google solutions have worked for me. The only thing I have not done is reset my iPad back to factory settings, which I don't want to do.
This all started right after I updated to 16.2. I have an iPad Air (4th generation). Siri and Voice Control were both working fine prior to the update.
Please provide a solution...

This is not a problem with not understanding how Siri works nor that Siri doesn’t understand me. There are no actual Siri voices on my phone and so it defaults to some robotic failure. When I try to select a voice it just sits at downloading forever. I have rebooted. I have changed the voice, rebooted and changed the voice back. It never downloads. This is not just that I don’t know how to use Siri. I’ve been talking to Siri since the day she joined our phones I know how to use her. The Download of voices is broken. And actually broken again as the exact same complaints have a long history here and then at some point it magically starts working again. So the problem is on an apple server and not our phones. Please look into it.
I put Siri on my charger and then it downloaded voice 2. Still no voice one or other options for Siri.

Robot voice happened to me after setting voice controller to always shown under accessibility and using it for a few days and then turning it off.
i fixed mine using the following:
Under accessibility, spoken content, voices I selected a non-Siri voice, deleted all the Siri voices, then noticed that 4/5 were shown as in use by Siri, translate, and maps. I exited voices, then went back, waited for UI, then deleted Siri voices 1-3. UI is super slow to respond and I deleted the voices twice (delete possibly runs in the background) until I was shown the little cloud/download icon again.
Siri no longer responds in robot voice.
