Terms and conditions

logging into a computer with a new icloud account and it wont let me agree to the terms and conditions- there is an agree button but its faintly coloured and doesnt work when i click it, my screen is not broken and i have read throughly the terms and conditions there are no other buttons except to click back and that just makes me sign into my iCloud again any suggestions?
