I have the same condition of the OP. 27" iMac. And not just for the ethernet settings but also for the wifi settings.
Clicking on 'details' takes me to a blank pane, not the expected pane that allows modification of the settings.
In addition, if I click 'details' the blank screen is presented and I cannot return (go left) to 'Networks'. I can however click any other setting on the left and it will 'return' to the left pane.
All the replies here suggesting work arounds do NOT work. Using search for DNS Servers gives a blank screen.
Choosing TCP/IP on the search results briefly flashes (if you blink you will miss it) the correct details before presenting a blank screen.
My network setting correctly says 'connected' for both ethernet and wifi.
If I use the terminal command 'networksetup' the output of various parameters is correct for ethernet and Wi-Fi. I have no problems with connectivity.
I spent an hour or so on the phone with 'tech support' who walked me through all sorts of stuff, including download & reinstalling Ventura. Nothing worked, including safe mode. His final suggestion was to wipe my SSD and reinstall OS and my time machine. I have not done this, hoping that 13.2 fixes this issue. I did submit a comment to feedback but since one never knows if it is read and/or acted on I can only hope.
