There is no such thing as a HomeKit app for Apple TV.

The Home app is available for iPhone and iPad (and Mac and Apple Watch), but Apple TV doesn’t have this HomeKit management app. The Apple TV box can do its home hub functionality, while the Home app is on different devices. That is how HomeKit is designed to be.
