Welcome to the Apple (user-to-user) Community
Wondering which apps / folders / documents are opening windows on start-up.
You may want to check Apple Support's article to see what needs changing:
Open items automatically when you log in on Mac :
Eg: Add or Remove automatic items
https://support.apple.com/en-au/guide/mac-help/mh15189/mac
Else if they are Safari windows you may need to check Settings there:
Eg: Safari > Preferences > General >
see what is set at the top ... "Safari opens with".
(eg: "All windows from last session" or "A new window" etc.)

To add to the already very good advise from @brbo
When the computer is Shutting Down, is the Check Mark in below image checked.
If Yes, any open application that is Opened when Shutting Down will Re-Open on a Start Up or Restart.
