Upgraded to Ventura 13.1 and on restarting iMac always get a safari window opening at following address but with no content:

Any ideas what is going on? and more importantly how to I stop this happening?
iMac Line (2012 and Later)
That link does not open on this machine running Ventura 13.1 with Safari 16.2
But, when I Right Click the URL I get this in image below
It could be that this computer is Enrolled in a Family Account ?
Thanks for that hint, I don't know exactly what fixed it but I did go into Family settings and next time I restarted the iMac the message/blank safari page disappeared.
