Get this pop-up when, but only when messaging one specific contact: "iMessage Needs to Be Enabled to Send This Message"

I've used an iPhone for ages, as has my friend--we always message in blue bubbles over iMessage. Lately, I cannot iMessage her, as I get a notification that "iMessage Needs to Be Enabled to Send This Message". iMessage is certainly enabled for me. I've never turned it off, and message all my other iPhone contacts without issue. I've tried restarting my phone, removing SIM card, etc. but nothing seems to work. I can sometimes get a message to them using text (green bubbles) but that's only after dismissing the pop-up and sending again maybe 10-15 times.


What's going on?

IF you can imessage everyone in your contact who has an iphone except for her, then the issue is on her end.
