No audio on Live Photos

My Ipad (gen 8) and iPhone (SE) will not play audio for Live photos. This happen on original/unedited photos that I took as well as on photos that have been sent to me. Has this been resolved? I believe that it has something to do with iCloud. I think that the local versions played audio before being uploaded to the cloud. Once uploaded, there is no longer sound.

iCloud photo is set to optimize device storage. Thanks in advance.
