macOS Ventura (13.1) Vsync is broken and scaling is badly designed

Vsync:

I have a 60hz, 4k monitor that has worked fine with my 2020 M1 MacBook Air. However, after updating to Ventura, I noticed that games ran worse than before and lost 15-40 fps on average. After messing around, I found that vsync trying to sync at 120fps on a 60hz monitor. Pretty strange and I wonder if this also happening while on the stock laptop display. This could potentially hurt battery, CPU, and GPU life on the machine as it is rendering 60 extra fps that does not benefit the user in any way.

Display Scaling:

Now the second thing I noticed is that the scaling options on macOS in general are badly designed. When selecting the option to run at 2560x1440, the display actually runs at 5120x2880. Why, this again benefits the user in no way at all, wasting battery, CPU, and GPU life on the machine. Please fix this Apple
