Why are books automatically offloaded in the Apple Books app?

Every time I open the app I have to redownload the book I was reading which is fine if I have internet but most of the time I want to read with the app it’s because I don’t have internet available.

This seems like an easy issue to fix but there’s no settings or options to do so.

Kindle App Restrictions? I was enjoying a nice sunny afternoon reading in the Kindle App on my iPhone, everything was great until I finished the book and wanted to get another one. WHY DOES APPLE CONTINUE TO BLOCK KINDLE USERS FROM USING THE WHOLE APP?!! I could only see KindleUnlimited and Kindle Vella books.
