Hellow. I turned software downloads OFF but unfortunately every time cellular data depletes due to software update under system services in settings. My iOS version is 16.2 up to date. Why my bundle depletes every time thoigh I am up to date?

You shouldn't be able to do a complete update iOS over 3G. iOS can be updated over 5G and Wi-Fi.

Is it possible Wi-Fi assist is active and picks up some of the slack if you don't have a good Wi-Fi connection? Here's more About Wi-Fi Assist

"Wi-Fi Assist is on by default. If you don't want your iOS device to stay connected to the Internet when you have a poor Wi-Fi connection, you can disable Wi-Fi Assist. Go to Settings > Cellular or Settings > Mobile Data. Then scroll down and tap the slider for Wi-Fi Assist."

If the issue with cellular data continues, we'd advise reaching out to your carrier.
