why is font times.ttc not available

Times.ttc appears in Font Book in Catalina and Big Sur for users. It works in Monterey, if installed in /Library/Fonts, but doesn't appear in Font book. In each case, it is in /system/Library/fonts. In Ventura, if you try to install it in /Library/Fonts it says it has a "minor error" (a duplicate font, duh), but the check box is grayed out.

Can you explain that to me. I need a Times font because my colleagues and students send me Word files from Windows that use Times.

Same problem here but I've found a partial workaround. I copied Times.dfont from System > Library > Fonts of an old Mac running Sierra to my Ventura Mac and added it to My Fonts using Font Book. Got a "duplicate font" warning message but ignored it. Times font now shows in Font Book and works properly in LibreOffice and Inkscape with all the ligatures (that's why in my opinion Times is better than Times New Roman). But it still does not appear in Pages and Keynote.
