Hey I bought this iPhone from someone who said it was unlocked but it’s not won’t tell me who the carrier is so I can unlock it

Can you get into it at all? Go to settings - general - about and scroll down to see what it says for carrier. From what you say, this may be a stolen phone if the seller doesn’t know which carrier it is locked to.
