Hotspot icon is on while data and hotspot is off

cant remove the icon from top screen of my iphone Xs max and i am connected to my home modem by WIFI

iPad connected to Wifi but no icon or connection. My iPad is connected to my wifi but doesn't show the connection icon. Already did a reset, reset of network settings and some suggested workaround with do not disturb. The iPad does connect to my hotspot. is there a fix for this problem?

Hot spot I cannot turn on the personal Hotspot despite doing all the resetting. The icon is inactive and cannot be tapped on on iPhone 10xr

Try putting your iPhone in Airplane Mode and disable again. If the Hotspot icon appears, try restarting your iPhone.
