An Watch is Activation Locked to the original owner's Apple ID. The Lock prevents stolen and lost watches from being used by others.

Why would your watch be locked to a different Apple ID than the one that you used to sign into the Apple Support Communities?

An option for an original owner is to take a photo ID, the watch and the original sales receipt showing the watch's serial number to an Apple Genius Bar for help unlocking the watch.

M1 Mac mini, macOS 13.1; Watch, series 7 GPS/cellular, watchOS 9.2; iPad Pro 2nd Gen, iPadOS 16.2; iPhone 12 Pro, iOS 16.2; TV 4th Gen, tvOS 16.2; HomePods, audioOS 16.2 and Airport Express w/ Airplay 2
