Announce time in Safari

I am using OS Monterey 12.6.2 & found that I cannot set the time announcement notice as previously.Will you please help or advise this very handy feature no longer available.

You're not doing anything wrong. Apple just relocated the "announce time" to a place that takes a few more steps to find. Start with  (Apple menu) > System Preferences... > Dock & Menu Bar. Scroll down the leftmost column where you will find Clock. That is where you will find the "Announce the time" selection you seek.
