you can go into System Settings > General > Time Machine and select "options"
and then set "Back up frequency" to "Automatically Every Day".
but I am uncertain that the daily backups will happen at the same time every day.
There might be a third-party app that can do that, but the only customization that Apple offers is the frequency of backups.
I have not changed it, but this article indicates it will run at the same time as you set it up.
As @Barney-15E suggested to, there is a Third Party Application that does effectively allow making a Clone at a specific Schedule Time
For that purpose, suggest reading more about the Application, what is does and does not do before investing time, $$ and effort for your specific needs.
