Apple ID balance

I want to empty my Apple ID balance to change my region . I got 0.73$ that I can neither spend it or add more balance to it .

Buy something more expensive than your balance and use a different payment method for the excess amount; if you can't, use this link to ask the iTunes Store staff to zero it.
