This problem have been going on for a long time I have signed out and deleted my payment methods and verify my payment and it still won’t let me download apps. I keep putting my password in and it’s saying the same thing . Like I looked on YouTube. It keep asking me to verify the billing information but I don’t know where and I keep putting in my password.

Do as it instructs. Tap: Settings > [your name at the top] > Media & Purchases > View Account > Review Apple ID and check your payment information is current. Even if you only want something that is free this will be required if you already have any payment form on record.
