How is the child on your account? Children are not added to accounts in any way. They can be added to Family Sharing, but they are not part of any account except their own.
If the child is part of a Family Sharing group and has their Apple ID set to an age below 13, you can only move the child to a different Family Group, but cannot delete the child's account entirely.
You can contact Apple support and have them remove the child or delete the child's account for existence entirely.

If the child's Apple ID is set to an age of 13 or over, their account can be removed from the Family Sharing group.
